A single advertised number is not a complete surrogacy budget. Frank’s message in this video is to understand the whole financial commitment before you move forward. That means looking at the categories behind an estimate and the assumptions that hold it together.

Begin with the program structure
Golden Signature uses a variable cost structure. Golden Guarantee provides a fixed program fee for a defined scope, with listed exclusions. Those are different ways to organize costs, so comparing their headline amounts alone will not tell you what your family needs to prepare.
Start with the current Golden Guarantee comparison. Record what is included, what you pay separately, and which circumstances can change your responsibilities. The signed agreement should be the reference for the program you choose.
Give each expense one place in the worksheet
- Agency services and the applicable program fee.
- Fertility clinic expenses, embryo creation, testing, storage, and donor-related costs where relevant.
- Surrogate compensation, benefits, approved incidentals, and travel.
- Legal services, escrow administration, and applicable insurance expenses.
- Newborn medical expenses, travel home, and other excluded or separately funded items.
- A clearly identified reserve for circumstances not covered by your selected program.
Write down the assumptions
Beside each amount, identify its source and what it assumes. Is it a written provider quote, a program inclusion, or an estimate that still needs confirmation? Does it cover one event or repeated events? Is the amount already included elsewhere?

Test the plan before committing
Frank specifically asks families to consider repeat embryo transfers and what the cost breakdown and agreement say about recurring fees and Surrogate compensation. Ask how the budget changes if the journey takes longer or a planned step needs to be repeated. Discuss those possibilities within the actual program terms instead of adding an arbitrary percentage and assuming it covers everything.
